GOOD NEWS: ISIOLO RANKED AMONG 'THE SAFEST COUNTIES FROM COVID-19 PANDEMIC' IN KENYA

There is a reason for the residents of Isiolo county to take a deep sigh of relief as latest study undertaken by a regional think thank,the Institute of Economic Affairs(I.E.A) Kenya ranked Isiolo county as one of the seven safest counties in the country after careful analysis of the available data regarding the health systems in place across all the 47 counties.

The institute used 14 indicators to gauge the health system of each county on parameters such as the budgetary allocation individuals commit to the health sectors, healthcare workers per 100000 population, underlying health issues such as diabetes, HIV et cetera among others also revealed that the five most vulnerable counties are Siaya, Vihiga,Kitui,Kwale and Homabay. The research revealed that ''these vulnerable counties had fragile health systems and are inhabited by people whose health indicators make them an easy target for the virus.'' The study also involved the number of people in the counties who owned Mobile phones hence are able to get information and updates on the virus which Isiolo scored better, too.

Isiolo county has one of the highest ratio of Nurses below age 60  to 10000 in the country which stands at 5.2 with only Nairobi(9.7), Uasin Gishu(8.5) and Tharaka Nithi(7.9) scoring better.

The author of the report Mr. Kwame Owino however warned that it should not be interpreted to literally mean that the low risk high capacity(the safest) counties should be ignored while shifting attention to the high risk low capacity(the most vulnerable ones).

The report also maintains that Nairobi and Mombasa which are the epicentres of the virus are the riskiest counties but have sound health systems in place to deal with the pandemic and have the highest concentration of health workers which makes them a high risk high capacity region.

Isiolo county is among a handful of counties whose health system is running on Universal Health Coverage which translates to affordable health care for the local residents.

The current administration of Governor Dr. Kuti who ran on the banner of transforming the local healthcare systems has been investing heavily in the health sector with all the major health facilities' within the county being upgraded hence expanding their capacity in addition to partnering with several private organisations whose support have radically improved the service delivery at local health facilities.

It is also noteworthy that Isiolo's progress in the health sector did not come as a knee jerk reaction to the pandemic but rather a set of long term strategies that are only coming to fruition during this period of uncertainty.

However, we insist that this good ranking should not make us complacent to the guidelines laid down by both local and national government in fighting COVID-19 and should rather encourage us to reinforce it further by religiously following the rules of social distancing, hand washing and using a face mask whenever we go out in the public.

#ICBNXCLUSIVE: DEBUNKED ALLEGATIONS LEVELLED AGAINST GOV. KUTI AND HIS ADMINISTRATION BY SEN. DHULLO AND COHORTS

Senator Dhullo has been making a slew of damning allegations against governor Kuti and his administration ever since he took office on the August of 2017 often pointing out imagined graft issues about the various projects being undertaken by his administration which have all been debunked to this end and in most of the cases the governor's plan(that she sought to soil) ended up being granted a clean bill of health by the relevant national bodies that the senator had sought after to look into the 'alleged fraud'.

And with disinformation from her bunch of keyboard mercenaries  who are masquerading as 'activists' threatening to derail Isiolo's fight against the pandemic, we shall  attempt to give you a blow by blow account of the senator's allegation made overtime and how they were debunked by factual information.

*Bursary Scam(that never was)*
The senator started her major forays into disinformation quite earlier on. She accused the governor and other relevant authorities of having embezzled the money allocated for bursary meant for the needy and fired up the local radio stations the public events she attended riling about how Kuti is this and that calling him all manner of names in a manner that can be said to be contrary to the ethical standards that a person of her stature is supposed to exercise.

The randy senator was left with egg on her face when the administration launched one of the biggest bursary cheque ever granted locally by any other administration at all levels totalling to Kes 40 Million.

*Verdict*: This is one of the earliest battle that the good senator lost in the public eye but certainly not the last. Spreading unsubstantiated claims about a noble project being undertaken by a particular arm of the government is wrong especially when you are supposed to hold yourself to a certain degree of self-respect because of the position you hold which the senator seemingly threw out the window.

*Living Goods Partnership*
The senator went of the rails soon as governor Kuti started constituting his government earlier on and laid plans to partner with private health practitioners in a move geared to resuscitate the then otherwise defunct health system. This was informed from a budgetary position as the county govt had other development projects to undertake (especially owing to the fact that his predecessor, Doyo had done so little) and the partnership would enable the county to source for funds and technical assistance from investors to supplement the budgetary allocation made by the county to the health sector, a plan which has so far shown great success and is slowly being adapted by various other counties with some governor's including Governors Dr. Mutua of Machakos and Prof. Anyang Nyong'o of Kisumu making a visit to health facilities in Isiolo and impressed so much by it that they both vowed to adopt the model used by Isiolo County's health department due to its sound nature.
The Senator was adamant and severally made claims that the governor was privatising Isiolo County Teaching and Referral Hospital(ICTRH) which had the governor attend a grilling by a senate committee which did not find anything unusual or sinister with the county's plan to involve itself in a public-private partnership(PPP) so long as it was guided by the law as clearly stipulated in the constitution. Having failed to convince her senate colleagues to censure Governor Kuti for the baseless allegations, the senator went further to write a barrage of letters to a number of National government agencies to discontinue the deal between the county government and its private partners but that failed, too with the National Treasury giving the deal a 'clean bill of health' in a letter addressed to both the governor and the senate.
*Verdict:* Had she been successful, the senator would have denied thousands of the local residents a fair chance in accessing quality and affordable healthcare while in their own backyard and conditions of our health facilities would have been nothing to write home about at such a time like this. Our unsolicited counsel to the senator is that she should have her facts right and not to go on a massive fishing expedition just because of the personal vendetta she harbours with the man sitting on the throne.

*LN150 Debacle*
Another opportunity for Senator Dhullo came in the form of the LN150 land adjudication which was erroneously gazetted by the Ministry of Lands classifying the whole county as an adjudication area. The moment of reckoning came when the Senator and her fellow members of the short lived 'pentagon' alliance who included the local legislators including the women rep Mrs. Rehema Jaldesa demanded that the entire gazette notice be scrapped alleging plans by 'highly placed functionaries who were interested in grabbing the Isiolo land from under the feet of the local residents' and that the area governor was 'aiding the efforts of such people'. The five were at the time crisscrossing the county from border to border whipping up people's emotions and making unsavoury remarks about the governor and other leaders associated with him.
However, the governor categorically refused to budge and instead sought the counsel of the local council of elders where a plan that allowed for the amendment of the gazette notice to make only the section of the urban centres adjudicative enabling individuals to acquire title deeds for their property while keeping the grazing rangelands to continue existing as the community land, the latter plan gained favour with the majority of the local residents from far and wide as the most suitable plan.
However, the 'pentagon' team continued pushing the limits by calling for nothing less than 'a total and unconditional revocation of the LN150 notice even to the point of trying to place a court injunction at a Meru court which was later thrown out after they failed to pay the lawyers dues.
Counter allegations would later on occur after an article published in one of the local professional forums indicated that the pentagon team are getting funded by the Deputy President who they allege is interested in acquiring lands in Isiolo and are using the legislators for the same purposes. Further allegations even stated that the legislators may have 'ear marked' the large tracts of land owned by the Kenya Prison services although nothing has been proven yet.

*Verdict:* The LN150 gazette notice was expeditiously amended which has since allowed for local residents to own title deeds the just like their fellow compatriots in other counties. The senator and her cohorts allegations that the governor was intending to grab for himself the local land died a natural death and the legislators are yet to mention what happened to their efforts to 'reclaim the land belonging to Isiolo people'. Clearly, another one of the major false allegations made by the senate goon and her randy cohorts has been debunked for good measure!

*Baraza Park Saga*

Having covered their trails from previous alarmist allegations by the governor and his administration, the senator and local women rep bandied together again in clamouring for the redemption of Isiolo's Baraza Park which the unscrupulous duo of local politicians alleged has been grabbed from the public and which in their characteristic but hollow show of bravado claimed that the county governor had a hand in it.
The duo spent a better part of the material day at the Angaaf Radio Station while making allegations after allegations with the senator even claiming that the governor had a hand in the (non-existing) plot to relieve the ownership of the Baraza park from the public and into the hands of a private investor. The two led a bunch of their local riffraff gang the next day who demolished structures that local markets women had put up to sell their wares in order to feed their families as the county government fast tracked the completion of the Isiolo Modern Market resulting to loses for the already low income earners.

*Verdict* There is nothing to show that Baraza Park has been grabbed or reverted to private investors as alleged by the duo  and it remains the property of the public to date.

Having made the record clear about past 'misinformation expeditions' that the two lady legislators have orchestrated and failed miserably in its execution, the latest allegations being peddled about by their clique of online mercenaries masquerading as rights activists and for cheap change is nothing other than one of their usual innuendos aimed at tarnishing the good standing that the governor has in the eyes of the public.

Just recently, Governor Kuti was recognized on the front page of the Saturday Standard newspaper as 'a Doer' owing to his sagacious management of Covid-19 response efforts at both the local and national levels.

And as if that isn't enough to inspire calm, just yesterday, the Daily Nation newspaper published a research carried out by the Institute of Economic Affairs(I.E.A) Kenya who ranked Isiolo among some of the 'safest counties from the Covid-19 pandemic in Kenya'. This is because governor Kuti's administration invested heavily in the local health systems in addition to being one of the only four counties covered under Universal Health Coverage(UHC).

CORONAVIRUS: GOVERNOR KUTI'S STRATEGY IN COMBATTING AN IMMINENT OUTBREAK OF THE PANDEMIC LAUDABLE; CRITICS NEED TO BE PRUDENT IN THEIR CRITIQUES

Isiolo County: Governor and Isiolo County Commissioner Addressing The Media On Covid-19 Preparedness. Local Health Facilities Have Been Revamped To Efficiently Combat An Outbreak of The Pandemic.

The editorial team takes an issue on this our first publication with the manner in which a section of local politicians have been pushing their political agenda, one that seems to be inspired by gaining political mileage rather than for the public good especially in these strange times where the entire world has literary shut down in order to combat a novel and invincible enemy. But before we delve into how 'they' are orchestrating this sinister scheme, we will take you through measures that were put in place by Gov. Dr. Mohamed Abdi Kuti's administration in order to mitigate the very likely damning effects of the Covid-19 pandemic that has overwhelmed even countries that have been known to have some of the best healthcare plans in place and for years at that which include Italy,U.K, U.S.A, Spain and even Germany among others.
Gov. Kuti has also been cited by the Standard Newspaper as one of the leaders who have done a good job in combatting the pandemic within their communities  through a front page article which identified the 'doers'(which Gov. Kuti is amongst) and the 'talkers' as seen below.

Public Awareness Campaign
Govenor Kuti has been at the forefront in the fight against the pandemic since Kenya was in its preparatory stage by the virtue of his position at the CoG as the chairperson of the health committee, a position he was reelected unopposed in earlier last year hence represents virtually all the county govts in matters health at the national level. While heading the national coronavirus taskforce alongside the Health C.S Mutahi Kagwe and other senior health officials, he has been making numerous appearances in the national televisions and advised the public on how to protect themselves and those of their loved ones and the community at large by insisting on cessation of handshakes and using the forms of salutations such as the 'elbow bump' and the 'namaste' greetings.
Locally, he has made numerous call-ins to the local radio sensitizing the public on how to keep themselves safe while reiterating the need to stay at home, hand washing and wearing a face mask. In addition to that, the county government has been running ads on the local radio stations for weeks all in an effort to ensure the public remains informed at all times as the risk of an outbreak remains high more counties reporting their first cases of the coronavirus. The message has been well received by the public too with most callers-in thanking the governor for ensuring that the message is put out in stark terms to the public as they have learnt a lot about how to protect themselves and how to deal with a person infected with coronavirus should there be an outbreak in the future.
Awareness messages by other depts of the county have been stellar.

Revamping of Health Facilities Across the County

Seeing how strained the health facilities in far developed nations have been, governor Kuti took the cue and has since revamped the health facilities across the county by preparing decent isolation wards so that the administration has the infrastructure in place in case of an outbreak. The are just standard procedures, one would say but it requires certain level of precision to be able to achieve the desired results.
The ICTRH capacity of the I.C.Us and H.D.Us have been revamped in record time.
Ventilators and oxygen concentrators have also been purchased in numbers and dispatched to all the health facilities across each ward of Isiolo county.

Gov.Kuti Inspecting some of the ICU beds and other assorted medical equipments put in place by his administration which is geared towards establishing ample capacity for the ICTRH in case the pandemic reaches here. 

PPEs For Health Workers
The health workers are the most 'at risk' from the pandemic should there be an outbreak because of the close proximity by which they have to attend to coronavirus patients. As such, it is imperative that they be armed with proper Personal Protective Equipments(P.P.E) in order to protect themselves from an infection which they will inadvertently pass on to their patients creating another cycle of infections which may aggravate matters even further. It is for the same reason that other hardly hit countries like the U.S.A have been prioritising the robust testing of the health workers in order to ensure that they are safe to attend to the patients. Gov. Kuti's administration has moved with considerable speed to ensure such loopholes are sealed in advance by availing them to the local health workers in record time.

Public Health and Safety
The county government has in collaboration with their various health partners moved with speed to avail enough water containers which shall be used for hand washing purposes across various institutions and market places where personal contact remains high. The county has also undertaken various fumigation exercise across the town especially the market and public places such as the health facilities. The Isiolo County Fire truck was used for some of these purposes, too.

Gov.Kuti's administration distributed more than 200 50Litre capacity tanks to all the wards in order to sensitize the public accordingly about hand washing. The tanks will be set up in critical areas such as the health facilities and market places where the degree of proximity is unavoidable.

Universal Health Coverage
The importance of U.H.C which gov. kuti remains its key proponent of is now just dawning on the Isiolo public as most are now accessing quality health at no cost with the program still in its piloting stage in Isiolo county and three others.
This shall come in handy should there be an outbreak as most locals wouldn't have been able to afford the cost of medication for illnesses such as coronavirus where one may likely end up in the I.C.U or the H.D.U services whose charges are often unattainable for the ordinary folks.

Furthermore, the county government is preparing plans to configure the Handset and App plan used by the CHVs for tracing maternal issues and malnutrition among children in isiolo county which will now come in handy in contact tracing for possible coronavirus victims.

It should not be forgotten that this is the plan that the local senator Mrs. Fatuma Dullo has been fighting tooth and nail, albeit unsuccessfully, which is now becoming some sort of a 'safe haven' for the Isiolo public who have finally come around to appreciate that their leader has a plan in place and that is being implemented.

Food Distribution To The Most Vulnerable

The County Government of Isiolo is so far the only level of government that has engaged in aggressive food distribution across all the ten(10) wards as a measure to mitigate the loss of economic livelihood as a result of many small businesses being forced to shut down to lessen the chances of transmission.

The food distribution was conducted in a fair, transparent and efficient manner albeit unlike the Kibra fiasco where at least two(2) people lost their lives after a stampede ensued when former prime minister Raila Odinga sought to distribute relief food to the locals.

The Governor further promised that distribution of more food stuffs was on the way assuring the people that his administration shall do all that it takes to ensure that no person goes hungry in Isiolo county as a result of losing their economic livelihood to the measures put in place as a result of the pandemic threat.
As such, it reeks of high moral decadence when a section of the local leadership tries to poke holes where there isn't any at the expense of mobilising their own funds to supplement the effort of the county government.
It is on this basis that we wish to encourage Governor Dr. Kuti to remain steadfast in his plans to ensure Isiolo remains a safe haven from the pandemic and not to be cowed by the apathetic charlatans who appear not to be in the know of the gargantuan peril that we are faced with.

POLITICAL SKULDUGGERY STANDS TO EXACERBATE THE SITUATION
Not surprisingly, but none the less nauseating, a local cabal of belligerent politicians who have not as much as taken the word out to the public about the virus and whose political survival seemingly rests on the punches and barbs they throw governor kuti's way have been, with the aid of their vociferous toadies, undermining every step and plan of action the governor has been taking aimed at protecting the citizenry from a global pandemic often calling into question how such and such a decision was taken or how certain budgetary commissions were made not caring to acknowledge that we are indeed living in strange times and that time is of the essence if a possible viral outbreak can be contained effectively.

One such politician, you guessed right, is Senator and senate Deputy Majority Leader Fatuma Dullo (often regarded within local parlance as the grand drama queen) who has never spared a chance to take it on Governor Kuti for various, often trivial matters that have all come to be debunked overtime. The senator has been whipping up the emotions of a section of the county residents against the governor while accusing him of matters that are best sorted out in the court, which as an advocate herself, should have known better.

The senator who has been lackadaisical through out this period of uncertainty for all and sundry has not as much as voiced a simple message for the public on how to stay clear of the virus or at least try as much, let alone using her office's funds to chip in to cater for the less fortunate or the most at risk such as the elderly as a collective effort is needed at all capacities and echelons and the senate being supposedly the second highest office in the devolved unit should not be an exception.

The senator needs to learn when to orchestrate her political battles because there is a general agreement among the public that this is not such a time when we are looking down a global pandemic that seems to take no prisoners.
New York Governor, Andrew Cuomo, a firebrand Democrat and never one to come to an agreement on several matters with President Trump had to come to terms with the reality the New York and the American public were faced with and had to find an understanding with the latter so that New York hospitals could get the much needed ventilators for surging cases of coronavirus cases. U.K Prime minister Boris Johnson, a Covid-19 survivor himself and Labor leader ditched their political differences to ensure a hastened passage for bill meant to control the effects of the pandemic on the public health, economic, social and political fabrics.
Those are just but a few of the cases where world leaders are dealing with the 'new normal' as a collective unit and not a disjointed body'.
it is because of this that we wish to remind senator dullo to reexamine her principles and find a working schedule with the governor so that she can become a part of the solution and not be remembered as the lady who continued playing the tunes of politics as her electorates felled en masse from a pandemic.

Rehema Jaldesa, the women rep who is also loosely regarded in certain local parlance as the grand queen of flip-flop has been engaging in what many have described as a dangerous path where she has been transversing the county most times alongside her new political  Siamese twin Mrs. Dhullo accusing the governor of inaction and a slew of other accusations that is believed to be directed at undermining the governor's activities as he tries his best to scale up his county's health facilities capacity and efficacy to be able to contain an impending Covid-19 outbreak. The accusations, as usual, are both predictable and nonsensical as despite the lip service that the two leaders have been giving to the public, they have not been able to prove any of their accusations in a tribunal or the courtroom and from our observation, they are also losing big in the so-called court of public opinion as the members of the public have recently been apt in asking what the two politicians have been contributing to the fight against Covid-19 other than bad mouthing the governor every waking moment that they get a chance in front of a microphone.

It is perhaps after the public started asking questions on why it was only the county government that appears serious in battling the Coronavirus or its outbreak there of that Mrs. Jaldesa took a decision to purchase(make) a number of face masks(with her name on it as seen below) for distribution to bodaboda operators. However, the hideous PR stunt backfired on her with pundits from across the divide admonishing her decision to turn people into walking billboards obviously geared towards her 22 bid for who knows what. Others also called her out saying that 'brandishing ones name on a protective material such as a face mask is no different from putting ones name on a condom' and wondered who was giving her such heedless political counsel that stands to damage her stature in the eyes of the public further than it already is.

some pundits have further attributed RDJs recent political restlessness to the rise of her rumoured political nemesis Mumina Gollo Bonaya(MGB) who was recently appointed by President Uhuru Kenyatta as the CAS for Education and whose growing popularity among the populace of all age and creed has been disconcerting to the supposedly beleaguered incumbent women rep even before her perceived nemesis officially declares her interest.

There is also a school of thought that believes the two leaders have been bankrolled by the Deputy President Dr. William Ruto to a tune of Kes 50M to frustrate land matters that is being undertaken by the county government of Isiolo where it is also rumoured that the now defunct 'Pentagon' offered the DP swathes of land within the county according to texts that was shared widely across the Isiolo blogosphere but which we couldn't authenticate so far. However, it is imperative for them to focus on the danger at hand right now and suspend their political innuendos for a later time.

The panel hopes that both leaders find their footing sooner rather than later to realize that this, in particular, isn't an ideal time to throw political punches or trying to succeed at making another leader appear to be a failure in the eyes of the very public he is serving, especially when the opposite is true.

This is the time when the electorates need all of their leaders hands on deck as a collective force and we urge the duo to join the governor in the fight against the pandemic and not to remain on the periphery disapproving every other decision taken by the governor for the public  good lest history judges them harshly!

*SERICHO WARD: SIGEE CBO TOURNAMENT 2019 EDITION COMES TO A SUCCESSFUL COMPLETION AS WINNERS IN VARIOUS CATEGORIES GET AWARDED*

SIGEE C.B.O TOURNAMENT 2019 EDITION WINNERS (Super Eagles) CELEBRATING WITH THEIR NEWLY WON TROPHY!

SIGEE CBO is a local C.B.O made up of likeminded youth who teamed up in an attempt to change the destiny of their generation for the better albeit the myriad shortcomings they have to overcome which has been manifested upon them by both their geographical bearing on the globe characterised by little rainfall and harsh weather and cultural factors that have held the community hostage for millenia. 

Some of the cultural factors that have hindered the community for generations has been the Female Genital Mutilation(F.G.M) which the C.B.O strongly advocates against and has achieved tremendous results as cases of the vice continue decreasing as the years progress.

While it was formally established just about a year ago, the SIGEE team, led by their team leader Mr. Mawlid have hit the ground running and sought to demystify vices such as the FGM which the local community supposedly continues to hold onto despite the myriad complications it can likely cause to a woman who has undergone the procedure in the future especially during child birth.

The C.B.O also focuses on drug abuse among the youth which is an emerging trend among the mostly pastoralists youth where urban ills such as drug and alcohol abuse is becoming an increasingly becoming a major concern for community as statistics, though amateur, are worrying concerning the number of youth who are abusing a variety of drugs,with some supposedly being new narcotics-grade substances whose use/abuse have not been reported locally.

The C.B.O thought that the best way to pass such messages especially those targeting the youth would be through tournaments.

While the tournament that just ended today isn't the first or the only one the C.B.O has held, it stands out as irrefutably one of the biggest tournaments ever held on the Sericho soil with the tournament managing to attract a multi-dynamic throng that even politicians cannot come close to boasting about. 

Six(6) established teams from the expansive Sericho ward participated with various categories awarded with individuals who displayed outstanding performances getting rewarded with medals, cash among other gifts and prizes.

The competition kicked off on Monday and the curtains came down on it earlier this afternoon with Super Eagle and SafKom FC making it to the final where Super Eagles emerged victorious after thrashing the SafKom FCs with two(2) goals to null(0).

The SIGEE C.B.O have on numerous instances established that if given the necessary empowerment, the local youth can reach higher limits by bringing home grown solutions in their quest to stamp out social ills and other vices in the society. The 'Pentagon' as earlier pictured alongside C.S Wamalwa. Rumours of 'a rift in the alliance have been rife since last week which has many questioning if they can be relied upon to 'deliver what they promised regarding land adjudication notice.'

'Pentagon', a loose alliance of local legislators have suffered a major setback in their quest to revoke the gazette notice L150 which classified Isiolo county as an adjudication area.

ICBN has since gathered that the presiding magistrate was away on 'an impromptu leave' hence the  mentioning of the case could not proceed as earlier anticipated.

The 'Pentagon' lawyer is expected to make an application for another date from the court for the mentioning of the case which may possibly spill over to next year.

A section of the pentagon members being briefed by their lawyer after the case they presented to a Meru court fails to get mentioned. The mentioning of the case is expected to be early next year as Kenyans break for festivities.

The pentagon members present were among others Hassan Odha(Isiolo North) and Rehema Jalsesa(Women Rep) and alongside a handful of their supporters.

This emerges even as rumours of rift are being reported in the coalition following certain local cultural/political events that happened late last week.

However, ICBN cannot confirm whether the absence of certain and supposedly senior alliance members such as Fatuma Dhullo(Senator,Isiolo County), Abdi koropu(Isiolo South) and Abshiro Halake(Senator, Nominated) is as a result of the reported 'rifts' or just a matter of convenience as the team is yet to give the public an official report about today's events.

Editorial: The 'Pentagon' Is Clearly Losing It By Politicizing The Land Issue In Isiolo County

A battery of bloggers who were part of Governor Kuti's campaign in 2017 that refer to themselves as 'Afreesa Bloggers' have now vowed to 'break ranks' with their former candidate of choice who they say has left their fate in the hands of his 'heartless' cohorts whom they say are responsible for their deplorable conditions even despite their rooting for the incumbent with the hope that things will change forthwith much to their disappointment. 'We believed in Governor Kuti's cause and agenda especially for the youth as was clearly outlined in his ambitious manifesto back in 2017 and it was for that reason that we vowed to ensure that he captures the seat and end the deplorable conditions that the local are youth have been faced with for ages, its almost three years now and none of that seems to be happening and a change of heart is inevitable especially for those of us that went about the entire populace to convince them that our candidate(kuti) was the right man for the job. We are disappointed beyond words!', says a visibly agitated blogger who was a key member in the now defunct 'Afreesa Digital Team'. They have also lamented the fact that the governor's team  have never appreciated their service adding that 'while mundane, was offered with the best of intentions and goodwill for the candidacy of Governor Kuti and that they feel shortchanged by how things have turned out in the past few years even after the cake was secured'.

The bloggers who contacted us on condition of anonymity for fear of reprisals from the powerful clique that surrounds the governor have however maintained that they shall soon come out with their stories as repeated appeals to their 'masters' have fallen on deaf ears all through leaving them with no option but to 'extricate' themselves from what they call a 'toxic relationship' between themselves and the county administration which they say is 'one-sided' and has made them the laughing stock of the 2017 general elections.

Segregation
The bloggers further accuse the top aides of Governor Kuti of employing what they(bloggers) perceive as a 'system of segregation' where 'their friends and hangers-on are favoured with regards to the county projects while the majority of those that laid down everything to ensure 'Afreesa is achieved are kept in the dark with promises that are never honoured'.
They have lamented that those who have 'benefitted' from the administration so far are those who have done 'little or nothing at all' for the current administration, currently and during the heated campaign period which

 Handshake Disoriented Us
They also opine that the adminstration has neglected them after the famous 'handshake' between Governor Kuti and his arch rival Abdul Bahari who is now a Cabinet Administrative Secretary in the ministry of Labour which was thought to be a 'token' achieved through the incumbent's lobby.
They have maintained that while they supported the handshake wholeheartedly, the administration now behaves as though they 'owe them nothing' which they say is 'a classical case of betrayal'. They say the handshake has severely disoriented them as they feel their services and unequivocal support have been traded for a political clout'.

They also intimated to us that they have been unable to get a rendezvous with the Governor even after raising the issue with a senior county official who also happened to be a key coordinator during the Afreesa campaigns to state their case and since 'talks with his(governor) aides have collapsed', they are prepared to join their brothers and sisters 'on the the other side of the aisle(alluding to opposition) to agitate for better service delivery from the administration- A duty which they say they 'selfishly relinquished' with the hope that things shall improve eventually while the opposite has been the case.

What perturbs them most according to one of the bloggers is the fact that the adminstration has 'rewarded and empowered their rivals while those that lay down their life and everything to ensure the incumbent successfully captures the top seat in the county have been neglected and completely 'left out of the binge'.

The bloggers say they are now  emboldened to come out with their individual stories sooner rather than later and to make an unequivocal statement with regards to their political future.

ICBN, being the unyielding advocate of the underdogs shall support the bloggers in their quest for 'justice and equality' in Isiolo county.

ICBN: Governor Kuti Reveals 'Major Plans To Combat Malnutrition In Partnership With USAID-Kenya'

Governor Kuti giving his keynote address at a consultative conference organized by the USAID-Kenya.

Isiolo County Governor Dr. Mohamed Abdi Kuti has revealed plans to roll out major plans to roll out a program that targets to eradicate malnutrition in four(4) counties namely Isiolo,Marsabit,Samburu and Turkana.

He revealed the plans while attending a consultative meeting organized by the USAID-Kenya on the development of food security and nutrition.

USAID-Kenya official addressing the delegates where he detailed plans to eradicate malnutrition and strengthen food security in four(4) counties.

The program is set to be funded to a tune of Kes 18 Billion by the USAID-Kenya over a period of time which ICBN is yet establish.

Food security has been a challenge particularly to Isiolo which spends millions of Kenyan shillings on relief food whenever drought or other natural calamities hit. Only a couple of weeks ago, the county spent a total of Kes 160M to facilitate relief food to locals who were hit by floods in Iresaboru and other areas where the effect of the prolonged drought was taking a toll on the human population residing there with near-starvation cases have been reported.

It is not yet known what the nittygritties of the plans are as the details are yet to be released to the public. However, implementation is expected to start in earnest  according to information we have received from reliable sources.

For Isiolo county, the program is mainly believed to fund agricultural projects and irrigation along the Waso Nyiro river with an aim to establish a sustainable food supply chain. 

As nomadic pastoralism is becoming increasingly unsustainable with the onset of climate change making most rangelands barren and unable to sustain the herds of livestock in the capacity it used to before, it is expected that the program will attempt to woo pastoralists to choose a sedentary lifestyle and (perhaps) transition to farming while offering them(pastoralists) the relevant start up support needed for such a venture.

Another scenario our pundits have been able to deduce is that a part of the funds will target a school feeding program targeting schools in the four counties 'which has been the ''go-to'' plan for most sponsors targeting malnutrition eradication',quips one of our pundits when we reached out to him over USAID-Kenya's ambitious plans.

Pundits further reiterated that they hope the program 'shall be implemented accordingly and for the targeted population to be involved fully in every step of the way as failure to do so has been a key recipe for failure judging from past undertakings of the same nature that haven't borne fruit because the implementing authorities overlooked the importance of involving the primary subjects of the program'.

Isiolo county has been chosen alongside 7 other counties for the pilot stage of Donald Trump's Prosper Africa Initiative which is supposesly aimed at empowering small and media enterprises(SME and youth enterprises with a vision to create youth employment and boost local industries.

Donald J Trump: The 45th President of the United States whose first official blueprint on the continent, Prosper Africa, is bein implemented in 8 Counties in Kenya including Isiolo County.

The project was officially launched on the 4th of November as duly organized by the American Chamber Of Commerce(AMCHAM) for the annual AMCHAM Business Summit and was attended by President Uhuru Kenyatta and the 8 governors whose respective counties became the initial beneficiaries of Donald Trump's maiden project in Africa including Isiolo's Governor Mohamed Kuti.

The Prosper Africa Initiative is also expected to facilitate the formation of  County Business Association which will link SMEs and local businesses to the markets in the United States.

Following the launch,Governor Kuti promised to 'quickly take advantage of the initiative and set up Special Economic Zones(SEZ) aimed at attracting American manufacturing investors which bears the potential to create youth employment in the long run'.

Isiolo Governor Dr. Mohamed Abdi Kuti met with Land C.S Fridah Karoney earlier today at the Lands Ministry in a bid to present a case to the National Government where he is seeking the gazettement of lands in Isiolo county apparently in a bid to cushion the pastoralists from external threats with regards to the safety of their grazing rangelands and livestock.

The governor was accompanied by the representatives of all the pastoralist communities living in Isiolo where they 'conclusively agreed that the cancellation of the Land adjudication gazettement would deny Isiolo residents Titles which would be a great loss but rather amend the adjudication gazettement' which states-:

1. That all land in Isiolo county is a community land under the jurisdiction of the County Government.

2. That the only areas which fall under the adjudication are the towns within Isiolo County with a specification of square kilometres per hectare.

Governor Kuti further promised to lead a delegation for an exclusive meeting with Defence and Internal Security C.Ss Mrs. Rachel Omamo and Mr. Fred Matiangi (in that order) where he is expected to table a petition against the KDF camps in which they(KDF) are accused of having encroached on civilian/grazing lands and also push for the cessation of their planned 'illicit' expansion.

This apparently rubbed some county officials which include County C.O for Agriculture Mr. Salad Tutana who subliminally called the senator out for 'gross misrepresentation of facts regarding the proposed boreholes' while providing tons of paperwork to deconstruct her earlier statement via Facebook and a headed letter from her office thanking the Ministry officials for 'hearkening to her pleas of mercy for her people'.

Mr. Tutana ends his Post by the following words- 'I share this to clear the air regarding a section of leaders who are using our work for political gain which is not fair to us, Making Isiolo Great Is Our Motto.'

However, despite the highly publicised implication, the senator is yet to retract her statement including the deletion of the supposedly 'misleading' post she made on Facebook which is still on her timeline and still 'broadcasting the same pack of misleading lies' which is becoming 'a major cause of concern' for a section of leaders on how credits are claimed in the future.

Isiolo County Public Service Board(ICPSB) member Mr. Molu Huka Golicha held a special Thanksgiving ceremony earlier this afternoon following his appointment to one of the most powerful boards within the county.

The ceremony was attended by a number of dignitaries who include Isiolo County Governor Dr. Mohamed Abdi Kuti and Nominated Senator Ms. Naomi Jillo Waqo from Marsabit County who is supposedly a long time friend of the former senate aspirant.

Governor Kuti Dressed In A Traditional Ceremonial Regalia Following His Crowning As A Fullele Elder At Mr. Huqa's Homecoming! The Elders Have Since Promised To Support His Reelection!

Both Dr. Kuti and Senator Waqo praised Mr. Huka as a hardworking,humble and trustworthy person who is passionate about what he does and additionally comes with an irrefutable resume where his empiric and  meaningful contribution to the wellbeing and development of the ASAL's is clearly outlined especially his heroic fetes while working as a medic in the region spanning several years back.

The highly anticipated 'Inua Mama' event in Isiolo town hosted by one of its luminaries,the local women rep Mrs. Rehema Jaldesa took place today but did not meet the expectations of the organizers as the event was allegedly marred by bouts of 'booing' and 'heckling' with accusations of the aforementioned having 'neglected' 'her people at home' for the function which they dismissed as a 'senseless political shenanigan which does not add value to the people of Isiolo county and particularly Sericho residents where people and their property are being swept by raging floods', lamented a young lady who sought anonymity for fear of reprisals from the women representative.

According to a section of the event organizers that we spoke to earlier on yesterday to get an assessment of how the preparations are progressing, they informed us that 'the security would be ultra-tight' as they were aware of a lobby which consisted of folks who hail from the 'areas affected by the floods' to try and 'cause chaos' at the event which they 'will not allow at any cost.'

True to their words, security was seemingly tight as platoons of police in full riot gear manned the event and the streets.

The apprehension was also heightened due to the fact that this was the first major public event that RDJ is hosting locally after coming under intense criticism especially from her kinsmen for allegedly 'disowning her birthright'. This is after a video of her claiming she was from the Somali tribe went viral which has supposedly '(irredeemably)damaged her standing in the eyes of her community' especially her kinsmen who have since named the heir apparent to her throne in the person of the erstwhile chair of the Women Enterprise Fund Ms. Mumina Gollo Bonaya who is believed to have a considerable following on the ground especially among the youth and women owing to her years of working closely with the community on various matters concerning empowerment of the aforementioned and sustainable development.

When ICBN sought to know from the organizers why RDJ was yet to make a statement about the situation as the people have been stranded for weeks, let alone a visit, especially since she had two private jets for the event whose cost could probably afford to put several choppers in the air, albeit to give the people hope at such critical times as now, we couldn't get any definitive answer as they said they had 'no authority to the diary of the women rep' and that they simply 'follow the orders they are given.'

Her public disapproval of Mrs. Tiya Galgalo's appointment to the lands commission by sensationally voting against her in 'an important house vote' when many expected she would be a 'key supporter' owing to her position in the Pastoralist Parliamentary Group(PPG) and her outspoken stance, often laced with deep emotional undertones on almost 'anything touching on Northern Kenya which earned her admiration from many in the past' shortchanged many including some of her ardent supporters who expressed 'absolute disappointment' in her for 'putting down a sister in such a manner' regardless of the 'feud' or 'mistrust' they had for each other,' asserts a local pundit who further emphasized to us that 'the egregious blunder committed will haunt her that is if she still has plans to seek a reelection or go for any other political seat in the region as we hear rumours out there, he quips as he signs off.

RDJ has been widely criticized for 'Working Against Mrs. Tiya.

Governor Kuti, Isiolo North and South Members of Parliament 'ran away with the credits' as a heated debate ensured on the internet as to who or who did not support Mrs.Galgalo. Tiya managed to prevail and her appointment officially gazetted by President Kenyatta shortly after which 'left RDJ with an egg on the face'.

RDJ also voiced support for the 'Punguza Mizigo Initiative' and promised to popularise the Bill in Isiolo which didn't go down well with many as locals saw the bill as one which tried to 'further marginalize them by stripping them of the milestones achieved so far such as the devolution and constituencies'. The bill has since been unanimously rejected by the County Assembly of Isiolo which may have infuriated RDJ who may have sought the event as a redemption but that has fallen flat on the face too as 'the event was a resounding flop!'.

A section of leaders led by Governor Kuti made a visit to Sericho ward where they sought further assistance from the Ministry of Devolution, Arid and Semi-Arid Lands(ASALs) led by C. S Eugene Wamalwa as he lamented the situation was 'getting out of hand' especially because the Ewaso Ng'iro River which broke its banks is yet to 'let up' and the situation could persist till for days to come as heavy rains continue falling upcountry.

The over hyped and highly publicised event which Mrs.Jaldesa alleged would be 'one of a kind mega show ever witnessed in Isiolo' while announcing about the 'Inua Mama' caravan's long awaited 'date' with Isiolo on 25th October has however seemingly failed below several peoples expectations.

The usual pomp,colour and ululations that characterize such events was also missing as most of the leaders available looked haggard which could be attributed to the prior appearances they had to make in Marsabit and other places. A number of women groups who had rented out their tents to the event also expressed 'disappointment beyond words' following the organizers refusal to pay them for the services they rendered to the event by saying that the tents were 'donated to them by the National Government Affirmative Action Fund-NGAAF whose patron is the area Women Rep Mrs.Jaldesa.
