#InsideStoryICBN:THE WOES OF ISIOLO COUNTY CESS COLLECTORS AND THE IMPACT IT HAS ON THE LOCAL REVENUE COLLECTION!

Recently, Isiolo County Government was at pains to explain why the revenue collection was way below the projected annual collection.

Isiolo County only managed to collect local revenue to a tune of Kes 51Million against their initial target of Kes 182 Million.

ICBN has now learnt that Cess collector in Isiolo county are at pains to ensure local business pay their ces in time and in full.
However, they face a myriad challenges to ensure this works out as planned.

We spoke to a cess collector (who did not wish to be named because he was not authorised to speak on behalf of the county government) who intimated to us that one of the major headaches they face is lack of mobility facilities such as motor bikes/vehicles.

They say they face challenges especially in apprehending the errant probox miraa transporters who often defy their orders and speed away from.

Abdi*(not his real name) told us as that he was to us, he had just came back from  a chase where an Errant Probox Muguka transporter had fled forcing them to hire local bodabodas to chase them at their own expense-a process he said was futile as the Probox got away and entered the Meru territory after outspeeding them.

He says the dangers are also very rife as on the very day, the motor bike they had hired hit another motorbike while in high speed chase that almost cost them their lives. They say these incidents happen frequently and is not good for the health of the general public.

They say they have appealed to the county bosses for long to provide them with at least a motorbike to ensure these shameful scenes don't recur but their prayers are yet to be heard.
They say they  will have to keep up with these challenges until the CGI acts on their pleas.
